asked the Minister of Transport what recent action she has taken to ensure that all vehicles are registered with the appropriate licensing authority; whether she is aware of the growing practice of owners of vehicles deliberately refusing to register change of ownership of vehicles; and whether in considering increasing penalties for road offences she will give consideration to increasing the penalties for this type of offence.

Provisions proposed in the Finance Bill will increase the incentive to vehicle owners to notify their acquisition of a vehicle.
