§ Mr. John MorrisWe cannot make such an estimate, but I would remind my hon. Friend that there is protection for statutory third parties who suffer personal injury through the negligence of uninsured or unidentified drivers under the 1946 Agreement between the Motor Insurers' Bureau and the Minister of Transport.
