They include the appointment of a Minister of Defence for Equipment (Cmnd. 3203, Chapter I, paragraph 53); 191W the work of the Operational Requirements Committee (Cmnd. 2902, Chapter VI, paragraphs 4 and 5); the work of the Weapons Development Committee (Cmnd. 2902, Chapter VI, paragraphs 10 and 11); deeper and more far-reaching cost effectiveness studies for all three Services carried out by the Defence Operational Analysis Establishment (Cmnd. 2902, Chapter VI, paragraphs 12 and 13); the improvement of the functional costing system (Cmnd. 2592, Part I, paragraphs 36–40); the development of simulation techniques including war gaming, (Cmnd. 3203, Chapter VI, paragraph 33); value engineering (Cmnd. 3203, Chapter III, paragraph 30); and the establishment of the Programme Evaluation Group (Cmnd. 3203, Chapter I, paragraph 59).
