asked the Secretary of State for Defence if he will give details of the new methods of cost-effective control of expenditure on weapons, introduced since October, 1964.

Many developments, which have been set out in Statements on the Defence Estimates, have played their part in the improvements we are achieving. They include the appointment of a Minister of Defence for Equipment (Cmnd. 3203, Chapter I, paragraph 53); the work of the Operational Requirements Committee (Cmnd. 2902, Chapter VI, paragraphs 4 and 5); the work of the Weapons Development Committee (Cmnd. 2902, Chapter VI, paragraphs 10 and 11); deeper and more far-reaching cost effectiveness studies for all three Services carried out by the Defence Operational Analysis Establishment (Cmnd. 2902, Chapter VI, paragraphs 12 and 13); the improvement of the functional costing system (Cmnd. 2592, Part I, paragraphs 36–40); the development of simulation techniques including war gaming, (Cmnd. 3203, Chapter VI, paragraph 33); value engineering (Cmnd. 3203, Chapter III, paragraph 30); and the establishment of the Programme Evaluation Group (Cmnd. 3203, Chapter I, paragraph 59).
