Mr. Elystan Morgan

asked the Secretary of State for Wales if he will cause a survey to be made in Wales of the number of persons who are living in conditions of poverty, as that is officially defined.

I have been asked to reply. I do not think that we could vary the rates of cash benefits administered by my Department from one part of the country to another. Consequently I would not regard the survey suggested by my hon. Friend as a useful way of employing the research facilities available to my Department.
