Mr. Judd

asked the Minister of Overseas Development what is the total budgeted annual income and expenditure of the International Secretariat for Voluntary Service of which Her Majesty's Government is one of the sponsors; what are the contributions made by individual Governments and other sources to its income; on what basis its membership is comprised and its staff appointed; and what is the relationship and policy of the British Government towards it.

In 1966 the total income of the International Secretariat for Volunteer Service was £82,000 and the total expenditure was £56,430.

In 1966 the following governments contributed a total of £42,910:

Other sources contribute £250. Other funds were contributed by Foundations for specific meetings or seminars.

Of the 46 countries which are members of the Assembly of I.S.V.S. 41 were present at the original Conference in 1962 which brought the Secretariat into being, the remainder having joined since that Conference. The Secretary General is paid from funds available to the Secretariat as are four members of the secretarial staff. In addition, seven executive staff members have been seconded to the Secretariat by countries which are members of its Council which is the policy making body.

The United Kingdom is a member of the I.S.V.S. and Her Majesty's Government welcomes the informational rôle of I.S.V.S. Its other activities are less directly relevant to the United Kingdom since under the British Volunteer Programme it is the voluntary societies which are the executive bodies. I.S.V.S. on the other hand is an inter-governmental agency and does not have formal relations with non-governmental bodies.
