§ Mr. Hector Hughesasked the Secretary of State for Scotland if he will reconsider the policy stated in his recent letter to the hon. and learned Member for Aberdeen, North, that only prisoners sentenced for three years and over may have radio sets in their cells; and if he will take steps to facilitate and encourage the restoration of all prisoners to constructive good citizenship.
§ Mr. RossI am always ready to consider steps to help the rehabilitation of prisoners, but I do not think that an increase in the number of radio sets held by prisoners would have the result which my hon. and learned Friend suggests.

§ Mr. RossIn the summer of last year a new classification scheme was introduced whereby all prisoners serving less than 12 months—about 94 per cent.—are retained at their local prison. The remaining prisoners pass through a classification centre at Edinburgh and are allocated to prisons according to their needs for particular types of training.
