Friend is referring to a suggestion made by Sir Roy Matthews, former chairman of W.F.A., for a British Ocean Development Authority to exploit not merely100W fisheries but the resources of the sea bed generally including minerals. This proposal goes beyond the scope of this Department, but I see no advantage in such a body so far as fisheries are concerned.
