Mr. James Johnson

asked the Secretary of State for Commonwealth Affairs if he will make a statement about his recent visit to Hong Kong colony; and what changes he is proposing in the field of municipal government of the colony.

The object of my visit was to meet the members of the Government, both official and unofficial, and to learn something at first-hand of the situation in Hong Kong.

The Report of the Official Working Party on local administration has recently been published. The proposals in it, together with any made by unofficial bodies in Hong Kong, are being studied but there must be full opportunity for public consideration of the various possibilities before any decisions are taken.
