§ Mr. BowdenThe object of my visit was to meet the members of the Government, both official and unofficial, and to learn something at first-hand of the situation in Hong Kong.
The Report of the Official Working Party on local administration has recently been published. The proposals in it, together with any made by unofficial bodies in Hong Kong, are being studied but there must be full opportunity for public consideration of the various possibilities before any decisions are taken.
