77. Mr. Shinwell

asked the Secretary of State for Foreign Affairs what further discussions have taken place between Her Majesty's Government and the West German Government on a non-proliferation treaty; and if he will make a statement.

Mr. George Brown

The Eighteen-Nation Disarmament Conference has now adjourned to permit discussions on the non-proliferation proposals with our North Atlantic Treaty allies, including the Federal German Republic. Consultation continues; and we hope to have a draft treaty on the table when the Committee resumes on 9th May.

asked the Secretary of State for Foreign Affairs if he will make a statement on progress towards a nonproliferation agreement.

The Eighteen Nations Disarmament Committee has now adjourned for a short period, to allow for further discussions on the nonproliferation proposals within the Eastern and Western Alliances. We hope that these discussions will result in the tabling of a draft non-proliferation treaty when the Committee resumes. It is accepted by all concerned that the development of civil nuclear technology must be fully safeguarded by the treaty.
