Mr. Dalyell

asked the Secretary of State for Education and Science how he intends to promote research and higher studies in the polytechnics.

Mr. Crosland

The guidance which I have given to local education authorities to assist them in preparing their schemes includes guidance on the place of research in Polytechnics. I have emphasised that, while the main responsibilities of the Polytechnics will be as teaching institutions, it will be necessary to make the provision for research which is essential to the proper fulfilment of their teaching functions and the maintenance and development of close links with industry.

asked the Secretary of State for Education and Science what provision is being made for part-time facilities in the polytechnics.

My invitation to authorities to prepare Polytechnic schemes makes it clear that the object will be to create institutions which can be developed as comprehensive academic communities offering a wide range of disciplines for full-time, sandwich and part-time students at all levels of higher education. Before designating any Polytechnic I shall satisfy myself that the scheme provides adequately for the needs of part-time students.
