Mr. Dalyell

asked the Secretary of State for Education and Science if he will state the spending on civil science in the years 1960, 1961, 1962, 1963, 1964, 1965, 1966, and the proposed spending for 1967.

Mr. Crosland

Government expenditure on Civil Research and Development for 1961–62 to 1967–68 is given in the table below. Figures for 1960–61 are not available as the civil expenditure of the Atomic Energy Authority was not separately distinguishable before 1961–62.

asked the Secretary of State for Education and Science what are his criteria for determining spending on civil science.

Mr. Crosland

I am advised on criteria for spending on civil science by the Council for Scientific Policy. In giving me their advice the Council considers the policies of the Research Councils for developing science within their own fields, and the effects of previous growth rates of expenditure on commitments for the future. They also consider the evidence on the growing complexity of scientific equipment and techniques; the effects of the expansion of higher education on the volume of scientific research in the universities; the implications of resources of highly-qualified manpower; and international implications. The Council are paying particular attention to the measures needed to foster vitality and progress in science within the resources which can be made available.
