asked the First Secretary of State and Secretary of State for Economic Affairs whether the proposed regional employment premium will apply to areas outside the development areas which have a consistently higher rate of employment than the national average.

The proposal has been worked out on the basis that if introduced, it would apply in the development areas as they are now, or with only limited boundary adjustments in exceptional cases. The problems of other areas will have to be taken into account in the Government's eventual decision about the scheme.
