asked the President of the Board of Trade whether he will set up an inquiry into the reasons why airport runways in Great Britain, such as at Turnhouse, cannot be built in under a three to four year period.

No. I see no need for such an inquiry. In the particular case of Turnhouse the estimate of 3½ years includes the time required for detailed engineering planning and letting the contract. The runaway cannot in any case be completed until the A9 road is closed and this in turn depends on completion of the new motorway. I am writing to my hon. Friend about the estimate of time required to build the runway.
