65. Mr. Biggs-Davison

asked the Secretary of State for Foreign Affairs what fresh consideration has been given to the case of Rudolf Hess; and whether he will make a statement.

Mr. George Brown

In 1964 and again this year Her Majesty's Government, together with the French and United States Governments, pressed the Soviet Government for the release of Hess, but without success.

The Western Powers have recently made certain proposals to the Soviet authorities about the conditions of Hess's future imprisonment. The Soviet authorities have agreed to discuss the proposals and Four-Power discussions will shortly take place in Berlin.
