§ Mr. Cledwyn HughesAs my hon. Friend is aware, the Government have accepted the principle of equal validity and not of bilingualism. The criterion to be adopted as to whether a form in the Welsh language should be published is that of "fair demand". There are in the region of 4,000 different Government forms in use in Wales. It is not possible to give an estimate of the annual cost of providing all these in Welsh without a great deal of enquiry, which I do not feel is justified in view of the Government's stated policy.
