§ Mrs. CastleAs my hon. Friend said in his reply of 11th July to my hon. Friend the Member for Hackney, Central (Mr. Herbert Butler) a special Committee of the National Road Safety Advisory Council is considering whether passenger insurance should be made compulsory.
