asked the Minister of Labour what steps Her Majesty's Government propose to take to prevent the practice whereby individual workers are being encouraged by their employers to regard themselves as self-employed, thereby relieving the employers of certain tax liabilities; and what statistical information he has as to the size of this problem.

My right hon. Friend has more than once made it clear that he deplores attempts by employers to evade statutory obligations by attempting to make their workers self-employed, and that manoeuvres intended to produce this effect may not in fact achieve it.

No statistics are available of recent changes in the numbers of persons who regard themselves as self-employed.
