§ Mr. SwinglerPlanning of transport, both national and regional, requires knowledge of the operating, engineering and economic aspects of transport systems. Training over such a wide field and covering so many disciplines is not easy to provide, but my right hon. Friend is now considering whether institutions of higher education could contribute to such training.
