Mr. Peter Walker

asked the Minister of Transport if she will give full details of the Study and name the towns which were considered in forming her estimate that it would cost £10,000 million to provide a reasonably adequate primary network of roads in towns by the early 1980's.

Mr. Swingler

The method used was to derive broad approximations of the costs per head of population of the primary route networks in towns of various sizes and to apply these to England and Wales as a whole. To this was added an allowance to cover the cost of connections to the secondary road system and of essential interim improvements. The towns considered were:

Merseyside

  • Birkenhead.
  • Bootle.
  • Liverpool.
  • Wallasey.
  • The conurbation as a whole.

Free-standing towns

  • Leeds.
  • Coventry.
  • Leicester Bath.
  • Guildford.
  • Shrewsbury.
  • Kidderminster.

South East Lancashire and North East Cheshire

  • Bolton.
  • Bury.
  • Manchester.
  • Oldham.
  • Rochdale.
  • Salford.
  • Stockport.
  • The conurbation as a whole.

The estimate gives only the general order of cost. We intend to refine the estimate as more comprehensive information becomes available.
