asked the Secretary of State for Education and Science what was the total value of Science Research Council grants to Scottish universities, including the Heriot Watt College, as at 30th September, 1966.

Mr. Hector Hughes

asked the Secretary of State for Education and Science whether he will seek power to enable him to attach conditions to the granting of moneys to Scottish universities for building purposes.

Conditions are already attached to grants made to universities for building purposes on the advice of the University Grants Committee. Grants are made only if the Committee are satisfied that the amount of accommodation involved in each project is reasonable and expenditure is controlled by a limit calculated in accordance with the principles laid down in the U.G.C.'s publication "Non-Recurrent Grants. Notes on Procedure".
