asked the Postmaster-General if he will issue a special instruction and tighten regulations concerning the handling of registered envelopes to ensure that new stamp issues are not taken from envelopes before delivery.

It is very rare for a stamp to be removed from a registered envelope in the post. We are already doing all we reasonably can to prevent this sort of thing and I see no need for any further special action at this time.
