asked Her Majesty's Government:

  1. 1. What is the number of cases annually before and after the issue of Cmnd. 2739 in which conditions were applied to the entry of immigrants from the Commonwealth; and the number of cases in which admission was refused.
  2. 2. How many vouchers were issued in 1965 in (A), (B) and (C) categories; and how many were used in each category.
  3. 3. What is the estimated number of evasions of the immigration rules in the case of:—
    1. (a) the three older Commonwealth countries; and
    2. 883
    3. (b) the new Commonwealth countries;
in 1965 and the first half of 1966.

Between 1st July, 1962, when the Commonwealth Immigrants Act came into force, and 31st July, 1965 (shortly before the publication of Cmnd. 2739), 4,428 Commonwealth citizens were admitted subject to conditions. (Only 350 of them were admitted before 1st February, 1965.) The numbers subsequently admitted subject to conditions were:—

  • 1965: 1st August to 31st December—115,552.
  • 1966: 1st January to 30th September—248,552.
The numbers refused admission since the Commonwealth Immigrants Act came into force are:—
  • 1962: 1st July to 31st December—114.
  • 884
  • 1963: 1st January to 31st December—429.
  • 1964: 1st January to 31st December—907.
  • 1965: 1st January to 31st July—838. 1st August to 31st December—497.
  • 1966. 1st January to 30th September—863.

2. During 1965, 16,046 vouchers were issued by the Ministry of Labour: 8,644 to applicants in Category A, 7,402 to applicants in Category B, and none to applicants in Category C. The number of Commonwealth citizens admitted as voucher-holders during 1965 was 12,880, but some will have held vouchers issued before the beginning of 1965. There is no record of the categories in which their applications for vouchers had been placed.

3. No reliable estimate of the extent of evasion can be made.
