Mr. Hector Hughes

asked the Secretary of State for Scotland if he is aware that the recent survey of the Scottish Council, Development and Industry, shows that 40,000 persons emigrate from Scotland yearly, and that this rate of emigration marks a dangerous decline in Scottish industry; and if he will particularise his plans district by district to stop this emigration and decline.

Yes. This rate of loss of population is prejudicial to Scotland's future economic growth, and the Government's policy is to reduce it. The general strategy is laid down in the White Paper on the Scottish Economy. It is not practicable to particularise plans district by district.
