§ Mr. WillisThe Improvement of Livestock (Licensing of Bulls) Act 1931 requires licences for bulls kept in Scotland to be granted by the Secretary of State and for bulls kept in England and Wales by the Minister of Agriculture. My right hon. Friend is, however, considering whether it would be possible to issue a Scottish licence automatically in respect of a bull already licensed in England which is transferred to Scotland.
