asked the Secretary of State for Foreign Affairs if he will take steps, after consulting voluntary youth organisations, to implement the United Nations General Assembly's youth declaration.

The implementation of many of the principles contained in this Declaration is, in the view of Her Majesty's Government, a function more appropriate to non-governmental organisations and youth movements themselves than to Governments. In those areas covered by the Declaration where Government action might be appropriate I am satisfied that the principles which it states are already observed in this country.

But if my hon. Friend has some particular points in mind, I hope he will bring them to my attention.
