§ 64. Mr. Dickensasked the Secretary of State for Foreign Affairs if he will make a statement on the progress made by Her Majesty's Government towards disengagement in Central Europe since 16th October, 1964.
§ Mrs. WhiteWe have been ready to consider all proposals in this field that do not upset the military balance in Europe or perpetuate the present division there. None has been made that meets this criterion. If we succeed in our efforts to get a non-proliferation agreement and a comprehensive test ban treaty, we may achieve the sort of confidence in Central Europe which is essential for arms control measures in the region.
