asked the Secretary of State for Scotland whether he will alter the instructions to planning authorities to allow them to take into account the number of petrol stations available in the area when granting planning permission for new petrol filling stations.

They are free to do so wherever a concentration of filling stations in an area raises a planning issue, whether of amenity or traffic flow. In an area where petrol filling stations are scarce, they can weigh the need against the planning considerations.
