asked the Secretary of State for Scotland if he will seek power to set up a north-east development board on the lines of the Highland Development Board, in view of the serious drain of skilled labour from the area.

No. With the help of the local consultative group which I hope shortly to establish for this area, I am confident we shall be able to concert measures for the implementation of our strategy of expansion for North-East Scotland.
