29. Mr. Carmichael

asked the Secretary of State for Scotland if he will take steps to ensure that local authorities, public boards and bodies who are undertaking large-scale physical planning and rebuilding make available drawings and, where possible, models, and that these bodies actively seek comment from the public at an early stage, thus involving the people in the appropriate area in the development of their locality and environment.

My right hon. Friend has no power to require this, but we will continue to encourage authorities to enlist public interest in proposals for development and redevelopment which substantially affect the character of their areas.
