§ Mr. CrossmanIt is estimated that about 4¼ million people are currently paying interest on house mortgages, and that the Government's proposals will be of appreciable benefit to about 1¼ million of them. Since the individual benefit will vary with the terms of the mortgage, the size of the mortgage debt and the mortgagor's existing and potential income a figure of average benefit would be both difficult to calculate and misleading.
