§ Mr. HoyThe Board of Trade will not be paying investment grants on tractors in industry and it will therefore be necessary to ensure that grants are confined to tractors used in agricultural production. The only effective and economic means of doing this is to confine the grant to tractors licensed annually as agricultural machines.
