§ Mr. WilleyThe Bill provides that levy is chargeable when development value is realised in a number of ways. It is not chargeable where the expansion falls within the limits of the Town and Country Planning Act 1962, but development value may be realised in the circumstancese the hon. Member mentions, and I can see no reason why it should escape the charge; but the development value may be largely realised when the land for an expansion project is purchased, and in that case the vendor will be liable for most of the levy, if not all.
