§ The Prime MinisterAn underground nuclear test, properly conducted in 265W accordance with the requirements of the Test Ban Treaty of 1963, will not result in any contamination of the atmosphere by radioactive debris. It is known that one test in the Soviet Union in January of last year did result in the release of a small amount of radioactive debris.
