§ Mr. CousinsThe primary responsibility for promoting the establishment of new industries in Northern Ireland rests with the Ministry of Commerce in Belfast. My Department maintains close contact with the Ministry and, in developing its industrial policies, will keep very much in mind the needs and possibilities of Northern Ireland.
