§ Mr. SwinglerDraft regulations to control the fitting of headlamps on motor vehicles have been circulated to interested organisations for comment. My right hon. Friend hopes to make them later this year. The circumstances in which headlamps should be used during darkness are being considered by her Working Party on vehicle lighting.
