§ Mr. SwinglerMy right hon. Friend understands from the licensing authority that a successful prosecution was undertaken in respect of this vehicle in March this year.

§ Mr. Arthur Lewisasked the Minister of Transport if she will state the nature of the mitigated penalties awarded to the 11,500 persons found without road fund licences in the Greater London area during the year ended 31st March, 1966.
§ Mr. SwinglerMitigated penalties are pecuniary penalties imposed by a licensing authority instead of taking proceedings in the courts. The amount is fixed172W by reference to the duty payable had the vehicle been properly licensed.
