Mr. Buchanan

asked the Secretary of State for Scotland if he is aware of public concern that the city of Glasgow will lose £2 million in Exchequer Equalisation Grant for 1966–67; if he will make a statement on the position of Glasgow and on the amount which is due to the city from Exchequer Equalisation Grant; how the grant is calculated; and what is the amount of money and percentage of the total represented by the city's share in grant-aided services.

Exchequer Equalisation Grant is distributed to local authorities according to the extent to which their rating resources fall below a certain standard. Initially, 90 per cent. of the total available sum is distributed, and later, as more information becomes available, further sums are distributed. In the first distribution Glasgow will receive £1.025 million this year, compared with £2.7 million last year. I cannot say at present what grant the city will ultimately receive, or what proportion this will represent of the corporation's expenditure on grant-aided services.
