§ Mr. SwinglerObservation showed that while there is a steady flow of traffic in Robert Street in both directions it is not heavy and frequent breaks occur. Pedestrian movement is comparatively light and not concentrated at any particular point. Pedestrians cross the street throughout its length, and it was doubted whether many would use a single crossing. if one were established.
