Mr. John Smith

asked the Minister of Pensions and National Insurance if, in view of the findings of the Abel-Smith/ Townsend Report, The Poor and the Poorest, based on Ministry of Labour figures, a copy of which has been sent to her, she will take steps to remedy the condition of the two-thirds of a million children in poverty by allowing National Assistance to he drawn by persons in full employment with large families whose earnings are substantially below average.
