asked the Secretary of State for Scotland what plans he has for a review of the rating system.

None, at present.

Mr. Monro

asked the Secretary of State for Scotland whether he will dispense with the five-yearly revaluations for rating and substitute percentage increases to absorb annual rising costs of services.

Mr. Ross

No. Revaluation ensures that the burden of rates is shared as fairly as possible on up-to-date values. The hon. Member's suggestion that all property should go up by the same percentage would be more unfair than the present system.
