asked the Secretary of State for Scotland whether his recent reply to the Lord Provost of Edinburgh's protest at the exclusion of Edinburgh from the scheme for investment incentives took full account of the effect upon Edinburgh's development prospects of the revised plans for the new town of Livingston.

In reaching their decision the Government took account of all the circumstances of the Edinburgh area, and of neighbouring areas.
