59. Mr. Gwilym Roberts

asked the Lord President of the Council if he will move to amend the practice and procedure of this House so as to curtail the length of debates and limit speakers to 10 minutes, thus enabling the speeding up of Government legislation and giving the House the opportunity to discuss quickly matters of national importance.
