Almost all the members of the Scientific Officer Class have either a 1st or 2nd class honours degree, and almost all the members of the Engineer Class are corporate members of one of the prescribed Professional Institutions. Approximately one-third of the Experimental Officer Class have a degree or equivalent professional qualification.

will be made quarterly. Subject to the approval by Parliament and the Royal Assent to the Selective Employment Payments Bill, I want payments to start as early as possible in the New Year. I am arranging to begin as soon as practicable the registration of establishments. Application forms for inclusion in the register, together with a leaflet explaining the scheme, will be issued by my Department later this month and will be made available to all farmers, growers, woodland owners and others concerned. I hope that as many employers as possible will return the forms by the end of August. Similar arangements are being made in Scotland by my right hon. Friend the Secretary of State.
