§ Mrs. WhiteThe Anglo-Soviet Consular Convention which provides for the opening of consulates outside the respective capitals, has not yet been ratified by either party. The Convention itself does not stipulate where consulates are to be established. Once it has come into force, this can be made the subject of specific agreement in each case.
