asked the Secretary of State for Foreign Affairs why the agreement recently made with the Union of Soviet Socialist Republics for the exchange of consulates has not been implemented; in which cities of both Russia and Great Britain it is agreed that consulates shall be established; if he will now seek to implement this policy; and if he will make a statement.

The Anglo-Soviet Consular Convention which provides for the opening of consulates outside the respective capitals, has not yet been ratified by either party. The Convention itself does not stipulate where consulates are to be established. Once it has come into force, this can be made the subject of specific agreement in each case.
