Whether, in view of the much faster and more frequent railway services between Liverpool, Manchester and intermediate towns and London, they are now in a position to revert to the pre-war practice of delivering, anyhow in central London and as far wider as possible, letters posted in such towns on the same day as they were posted, provided that such posting takes place soon after the delivery of the morning mail.

My right honourable friend the Postmaster General will take every opportunity offered by the electrification of the lines between London, Liverpool and Manchester to expedite the transmission of the mails, but as the final delivery in Central London commences about 3.00 p.m., and in other areas much earlier, it will not be possible to revert to the pre-war- practice mentioned by the noble Earl.
