asked Her Majesty's Government:

Whether they are aware that there have been complaints by members of the public who claim they have sustained injustice in consequence of mal-administration in connection with actions by professional bodies operating under Royal Charter, such persons so aggrieved having no remedy by way of proceedings in any court of law; and whether Her Majesty's Government will give consideration to amending Clause 3, paragraph (2) of the Bill to make provision for the appointment

of this road have been included in the programme up to 1970:—

and functions of a Parliamentary Commissioner ordered by the House of Commons to be printed 14 February 1966, and Schedule 2 of the said Bill to include such professional bodies as authorities subject to investigation.

LORD SHEPHERD

I am aware that there have been complaints of this sort, but under the Government's proposals the new office of Parliamentary Commissioner will be designed to investigate the administrative actions of Government Departments and not those of bodies for which Ministers are not responsible.
