Whether, in view of Mr. Smith's statement that he will not honor his obligations to the World Bank, possession will be taken of the Kariba Dam, of which the World Bank is a mortgagee with Britain as guarantor.

It is, of course, a matter of concern to the British Government that the installations and operations of the Central African Power Corporation based on Kariba should be safeguarded in the present situation. A mission from the International Bank for Rehabilitation and Development is now visiting Rhodesia and Zambia for discussions to that end with the Corporation and other authorities concerned.
