§ 68. Mr. Woodhouseasked the Post master-General why he charged 2s. 6d. for the delivery of an air mail letter 91W from Rhodesia, which already bore a 1s. 3d. stamp, to Mrs. C. E. Welch of 30 Leckford Road, Oxford.
§ Mr. BennOur local people have no recollection of this particular letter but a likely reason for the surcharge is that the 1s. 3d. stamp was overprinted "Independence 11 November, 1965". This would indicate that it had not been issued on the authority of a lawful Minister of Posts and so, under Rhodesian law, it would not be valid for prepayment of postage.
§ 69. Mr. Woodhouseasked the Postmaster-General what method is legally open under his regulations to a British subject in Rhodesia of posting a letter to England in such a way that the recipient will not have to pay a surcharge on it.
§ Mr. BennSo far the only invalid Rhodesian stamps are those bearing a reference to "independence". Other stamps are valid under Rhodesian law for prepayment of postage and are accepted in the United Kingdom without surcharge.
