asked the Secretary of State for Commonwealth Relations on what Vote or Votes it has been decided to bear Government help to Zambia's contingency planning; and whether he will state the expenditure already incurred.

The costs of assistance to Zambia to help her meet the present contingency will, in the main, fall upon the Commonwealth Services Vote, although some costs which are of a kind normally borne by other Departments involved in the present arrangements will be borne by those Departments.

A Supplementary Estimate has been laid before Parliament. Any payments necessary before this Estimate is approved will be met from the Civil Contingencies Fund.

The cost of assistance to Zambia up to the 9th February, the latest date for which figures are available, was approximately £2 million.
