Mr. Kitson

asked the Secretary of State for the Home Department why a Member of Parliament wishing to visit a prison, Borstal or detention centre in his constituency has to apply to his Department for permission; and if he will make a statement.

A Member of Parliament is not excepted from the provisions of the Prison Rules which require an outside person to secure the Secretary of State's permission to view a prison. This permission is always given to hon. Members on request.
